I see 16 upright standing - 7 outside and 9 inside.
The Doolittle Raiders site http://www.doolittleraider.com/survivors.htm
gives 14 still living Raiders.
And here http://www.doolittleraid.com/raiders.htm I found 13 names only.
Is there any mistake?

No mistake there - as far as I know, there are still 13 Raiders living.

That was probably taken before the Goblet Ceremony - typically the Goblets remain upright until the Raiders call out their names, and turn over the cups, then they drink a toast.
